Position Title: Human Resources Specialist

 

Classification: Exempt

 

Immediate Supervisor: Director of Human Resources

 

Position Overview:

The HR Specialist will perform complex secretarial duties with minimal supervision requiring use of independent judgment

and have knowledge of district policies, procedures, programs and organizational structure. The Human Resources

Specialist provides expertise in planning, organizing and assisting with screening and examination of applicants,

recruitment, employee relations, pre-employment and volunteer background checks, classification, compensation, new

employee and substitute onboarding, employee evaluation, immigration, employee wellness, professional development

and other assigned areas. The Human Resources Specialist serves as the primary benefits representative responsible for

administration of medical, dental, vision, life and pet insurance. The Human Resources Specialist also serves as the District

Substitute Coordinator and is responsible for running the Substitute Program to provide support for schools on a daily basis.

The Human Resources Specialist must exercise considerable professionalism and courtesy when interacting with the public

and employees. This position handles confidential and highly sensitive information.

 

Essential Duties and Job Responsibilities

 

A. Human Resources Management

1. Assist with the development and implementation of the District Employee Handbook.

2. Assist with the interpretation and monitoring of policies, regulations and procedures for employees.

3. Assist with researching information for reports, policy recommendations and related staff issues.

4. Maintain and order supplies and materials as needed for the HR department.

5. Maintain and monitor the HR department budget.

6. Create and prepare letters, memos, flyers, brochures, handbooks and forms for department and district use.

7. Maintain the HR Director’s calendar and schedule conferences and meetings.

8. Prepare meeting agendas, sign-in sheets and handouts as needed for HR related meetings.

9. Prepare and process department correspondence, gather and compile data, prepare reports and assist with special projects.

10. Processes employment verification requests received for previous employees.

11. Maintain the district’s Fingerprint Compliance Binder and attend yearly compliance training.

12. Oversee and supervise human resources tasks for the School Administrative Assistants.

13. Prepare and provide yearly School Administrative Assistant training during orientation and as needed throughout the school year.

14. Maintain Federal Programs paperwork pertaining to HR, i.e., Time and Effort Logs, Title I/II Reports, etc.

15. Attend district-wide meetings and take meeting minutes as needed.

16. Responsible for ordering required Labor Law posters and distribute to each school in the district.

17. Maintain and keep informed of all DES Unemployment Claims and process claims as requested.

18. Oversee and maintain the Personnel Action Requests (PARS) and process requests as needed.

19. Monitor and maintain the District Substitute program.

20. Be the point of contact for all Substitute vendors and request daily/long-term substitutes as needed.

21. Report data regarding Substitutes and absence ratios in order to monitor budget.

22. Assist in investigations to resolve grievances, complaints and/or employee relations issues and provide recommendations regarding policy/legal violations.

23. Develop, manage and maintain employee records, reports and personnel data and destruction of records aligned

to AZ State Record Retention Schedules.

24. Assist Payroll with the preparation the annual SDER as required by ADE.

25. Assist with the development, revision and maintenance of all job descriptions.

26. Assist with the development of all district salary schedules.

 

27. Maintain and update documents in the employment section on the District website.

28. Prepare Board Action Items for monthly Governing Board meetings and attend Governing Board meetings.

29. Assist with the H-1B Visa paperwork and documentation, as needed, for employees on H-1B visas by working with the district’s immigration attorney to secure visas and/or green cards.

30. Perform any duties and responsibilities that are within the scope of employment, as assigned by the Director of Human Resources.

 

B. Hiring, Recruitment and Retention

1. Maintain and monitor employee certification renewals, fingerprinting, background checks, and E-Verify compliance.

2. Design and implement innovative recruitment and retention strategies and campaigns.

3. Conduct internal job fairs and participate in and travel to recruitment fairs/events to recruit and interview teacher candidates.

4. Coordinate travel itineraries for all recruitment trips.

5. Maintain the Applicant Tracking System and prepare and monitor all job postings according to district guidelines.

6. Arrange interviews by contacting and scheduling applicants, organizing an interview team and providing interview materials.

7. Plan, develop, implement and facilitate onboarding sessions for newly hired employees and substitutes.

8. Assist with the implementation and maintenance of human resources policies and procedures relating to recruitment to ensure consistency, equality and legal compliance.

9. Ensure that vacant positions are staffed with qualified applicants in a timely manner.

10. Conduct new employee orientation sessions regarding all insurance programs, benefits, payroll deductions, Employee Handbook, etc. for all new hires.

11. Verify data and accuracy for issuance of Letters of Intent and Employment Contracts.

12. Streamline the recruitment and selection process for new hires.

13. Reduce employee turnover through effective retainment strategies.

 

C. Benefits and Safety

1. Develop employee benefit forms and enrollment paperwork.

2. Provide information and counsel employees regarding all benefit plans that are offered by RESD.

3. Conduct annual benefit open enrollment informational presentations and enroll employees in programs on an ongoing basis.

4. Notify insurance companies of enrollment, deletions and changes in insurance status of employees.

5. Analyze and interpret contracts and schedule of benefits in health, life, dental, disability, retirement, leave bank, leave of absence options; pre-tax and reimbursement program.

6. Coordinate benefits between insurance companies and District for employees needing assistance.

7. Maintain compliance with COBRA, HIPPA, FMLA and Healthcare Reform regulations.

8. Administer and maintain Short-Term and Long-Term Disability benefits and claims records.

9. Administer and maintain Worker’s Compensation benefits and claims records.

10. Compile and prepare annual OSHA data and send to other campuses/departments for posting.

11. Work closely with Payroll to coordinate and integrate personnel, benefits and payroll functions.

12. Oversee the District’s Wellness Program as well as assist and monitor the School Site Wellness Coordinators.

13. Organize and plan the District’s yearly Flu Shot Clinic and Biometrics Health Screening if available.

14. Conduct annual Mandatory Compliance Training to ensure all staff, including new hires, having met compliance.

15. Prepare annual Affordable Care Act forms for IRS.

16. Review monthly insurance invoices for payment of insurance premiums for health, dental, vision, life and pet insurance.

 

Education

• Bachelor’s Degree in Human Resources, Business

Administration or related field.

 

Licenses or Certifications

• SHRM Certification

• A valid IVP Fingerprint Clearance Card

• A valid Notary Certification

• Possession of a valid Arizona Driver’s License

 

 

Experience

• Three years of experience in all phases of public and/or private sector for Human Resources.

• Equivalent combination of human resource training and/or experience which provides the required knowledge, skills and abilities.

• Knowledge of insurance guidelines and regulations.

• Knowledge of the Arizona State Retirement System.

• Proficiency with Microsoft software applications, PowerSchools, TalentEd and iVisions.

• Strong communication skills to work effectively with the general public, administrators, faculty and support staff.

• Strong technology skills and ability to learn new programs quickly.

• Ability to establish and maintain effective working relationships as necessitated by work assignments.

• Ability to organize and set priorities and follow a wide variety of tasks through to completion.

 

 

Working Environment

• The working environment is primarily in an office setting with travel as required.

• Occasionally perform work beyond a standard 40-hour work week when work-load requires.

 

Terms of Employment

• Twelve-months, At-Will, Classified-Exempt; benefits in accordance with Governing Board policies.
