The Manager of Human Resources will oversee all aspects of the Human Resources Department operations. The Manager of Human Resource is also responsible for developing working conditions and compensations that maintain a highly efficient and effective workforce. Major areas of responsibility include but are not limited to: recruitment and retention, benefits administration, compensation, regulatory compliance, human resource information systems, records management, Federal and State Laws governing licensing, employee contract management and district staff morale.
Essential Duties & Responsibilities

Human Resources Management
- Develop, implement and update district procedures and policies relating to Human Resources.
- Provide support to leadership on issues related to employee discipline and employment for the purpose of ensuring consistent application and interpretation of board policy, procedures and regulations regarding due process.
- Assist in researching information for reports, policy recommendations and related staff issues.
- Investigates grievances and/or complaints from employees (e.g. sexual harassment, pay and/or assignment disputes, etc.) for the purpose of reaching resolutions that provide a healthy work environment.
- Maintain and monitor position control for the District for the purpose of ensuring FTE allocation are within the District budget allocations.
- Confer with the District Attorney regarding discipline and termination proceedings as needed.
- Work with the District Immigration Attorney regarding J-1 and H-1B Visa processes and procedures.
- Oversee the Human Resource operating budget.
- Monitor and input staff data yearly in ADE’s Teacher Input Application (TIA) system.
- Consults the Executive Team on a wide variety of sensitive personnel issues (e.g. hiring, promotions, transfers, medical issues, return to work, etc.) for the purpose of assisting in effective decision making and enforcing all relevant policies, procedures and regulations.
- Monitor and review a variety of personnel processes (e.g. certificated and classified posting process, interview schedules, substitute placement, certified and classified placements, personnel transfers, new employee orientation, position control, unemployment claims, etc.) for the purpose of ensuring efficient processing of applicants and employees in addressing position requirements and complying with licensing, legal and/or administrative requirements.
- Attend and present at Governing Board meetings.
- Coordinate and monitor the District’s Professional Development training programs related to Human Resources policies (e.g. The Alliance, Title IX, Policy/Legal Advice, Wellness Program, etc.).
- Maintain and update the District Employee Handbook, Faculty Performance Manual and the Employee Work Calendar.
- Supervise the maintenance of manual and electronic Human Resources documents, files and records (e.g. background information, personnel files, vacancy listings, applicant tracking, HR website, etc.) for the purpose of providing accurate information in compliance with regulatory requirements and established guidelines.
- Supervise and evaluate the Human Resources Specialist.
- Support with the development staff evaluations for Certified, Classified and Administration.
- Perform any duties and responsibilities that are within the scope of employment, as assigned by the Associate Superintendent and/or Superintendent.
Hiring, Recruitment and Retention
- Oversee a wide variety of personnel processes (e.g. recruitment, selection, hiring, etc.) for the purpose of filling openings with qualified personnel and ensuring compliance with district, state and federal requirements.
- Cultivate relationships with local and out-of-state educational colleges and universities.
- Review and make recommendations to streamline the recruitment and selection process in an effort to reduce employee turnover.
- Attend in-state and out-of-state recruitment events.
- Assist in administering the wage and salary program for employees including evaluating transcripts and compliance with appropriately certified requirements.
- Oversee and maintain the employee certification renewal, fingerprint cards, background checks and E-verify compliance.
- Provide recommendations to the Associate Superintendent and/or Superintendent for all personnel actions.
- Develop job descriptions for new positions and assists in the review and revision of existing positions and their respective job descriptions.
- Provide professional level services to ensure due process and compliance in the hiring process for employees including recruiting, screening, selecting and evaluating certification.
- Conduct salary studies and projections to assess personnel needs for vacancies.
- Assist the Business Services Department in maintaining the position control for budget purposes.
- Oversee the issuance of Employment Contracts and Letters of Intent.
- Work with Business Services Department to coordinate and integrate personnel, benefits and payroll functions.
- Coordinate the internal assignments, reassignments and internal transfers of personnel according to established policies and procedures.
Benefits and Safety
- Analyze and interpret yearly insurance benefit contracts for health, life, dental, disability and retirement.
- Maintain up-to-date knowledge of legislative changes affecting employee benefit programs.
- Complete and verify employer insurance statements in all disability and death claims.
- Receive and approve monthly invoices from insurance benefit vendors for insurance premiums including subsidy payments for employees who are either retired or receiving long term disability benefits.
- Counsel and advise employees as to entitlements and requirements under the Arizona State Retirement System.
- Oversee the District’s 457 and 403(b) Plans.
- Oversee Unemployment Claims, prepare documents and attend unemployment hearings to dispute claims.
- Oversee the District’s Employee Benefits Program.
- Oversee the District’s Work Injury Protocol, including worker’s compensation claims.
- Oversee and monitor the employee leave banks.
Licenses or Certifications
|
- Bachelor’s degree in Education, Administration or Human Resource Management is required
- SHRM Certification preferred
- A valid IVP Fingerprint Clearance Card required
- A valid Notary Certification is required
- Possession of a valid Arizona Driver’s License
- Minimum of three years of experience in Human Resources preferred.
- Experience working in an educational institution preferred.
Skills, Knowledge & Abilities

- Demonstrate knowledge of personnel practices including recruitment and retention, classification and compensation, equal employment legislation and staff development training.
- Knowledge of management principles, practices, training and performance evaluations.
- Knowledge of school district budget preparation and administration.
- Knowledge of insurance guidelines and regulations.
- Knowledge of COBRA, Family and Medical Leave Act and HIPAA.
- Knowledge of the Arizona State Retirement System.
- Skilled in resolving issues, complaints and grievances.
- Ability to prepare clear and concise administrative reports.
- Proficiency with Microsoft software applications, PowerSchools, TalentEd and iVisions.
- Strong communication skills to work effectively with the general public, administrators, faculty, support staff, parents, the Governing Board, ADE, community organizations and vendors.
- Ability to make decisions that support in the mission and vision of the district.
- Ability to exercise independent judgment, discretion and confidentiality in handling confidential and private personnel information.
- Ability to multi-task with a high degree of accuracy.
- Possess a high level of English proficiency, including grammar and spelling, for oral and written communications, report writing, preparation of written correspondence and developing and presenting professional development for employees.
- Models excellent customer service.

- The working environment is primarily in an in-office setting.
- This position requires the employee to be able to travel between school sites and the district office. Travel is occasional to frequent in the local area with infrequent trips within and out-of-state.
