TITLE:   Director of Human Resources

CLASSIFICATION:  Administrative

REPORTS TO:  Associate Superintendent

SUMMARY:  Plan, organize and direct the activities and staff of the Riverside School District Human Resources Department including recruitment and selection, compensation, employee benefits, organizational development and training, employee relations, equal employment law compliance, district-wide volunteer services; coordinates assigned activities with other district departments, divisions and external agencies.

 

PERFORMANCE RESPONSIBILITIES:

  1. HUMAN RESOURCES MANAGEMENT
  2. Develop, implement, and administer department and district procedures and policies relating to Human Resources.
  3. Assist in interpreting and monitoring policies, regulations, and procedures for employees.
  4. Assist in researching information for reports, policy recommendations, and related staff issues.
  5. Conduct investigation of personnel complaints and grievances; prepare report findings and recommendations to Associate Superintendent.
  6. Provide guidance to Administrators to inquiries regarding interpretation of board policy, procedures and regulations regarding due process of employees under their supervision.
  7. Confer with the District Attorney regarding discipline and termination proceedings as needed.
  8. Work with the District Attorney through PERM and H-1B Visa processes and procedures.
  9. Attend Superintendent’s administrative meetings to actively improve communication, cooperation and planning of District-wide needs and services; engages in long-range planning.
  10. Oversee annual Mandatory Compliance Training to ensure all staff, including new hires, have met compliance.
  11. Oversee Human Resources tasks for the School Administrative Assistants.
  12. Oversee the District Substitute program.
  1. RECRUITMENT AND HIRING
  2. Implement and maintain human resources policies and procedures relating to recruitment and selection to ensure consistency, equality and legal compliance.
  3. Cultivate relationships with local and out-of-state educational colleges and universities to include various local public and private employment agencies.
  4. Review and makes recommendations to increase outreach for new employees, streamline the recruitment and selection process and reduce employee turnover through effective recruitment and selection processes and practices; attend all in-state and out-of-state annual recruitment trips.
  5. Provide professional level services to ensure due process and compliance in the hiring process for employees including recruiting, screening, selecting, and evaluating certification.
  6. Conduct new hire orientation.
  7. Conduct salary studies and projections to assess personnel needs for vacancies; assist in maintaining the vacancy control system for budget and position control purposes. Plan and administer departmental operating budget.
  8. Verify data and accuracy for issuance of Employment Contracts and Notices of Appointment.
  9. Coordinate the internal assignments, reassignments and internal transfers of personnel according to established policies and procedures.
  10. Assist in administering the wage and salary program for employees including evaluating transcripts and compliance with the No Child Left Behind (NCLB) and Highly Qualified Teacher (HQT) requirements.
  11. Maintain District Highly Qualified Binder; input staff HQ data in ADE Teacher Application Input system.
  12. Oversee the employee certification renewal, fingerprint, background check, and E-verify compliance.
  13. Prepare job postings; maintain active web page on District website.
  14. Make recommendations to Superintendent for all personnel actions; prepare Board agenda items for monthly meetings. Attend all board meetings.
  15. Assist in securing substitute employees in absence of faculty and support staff.
  16. Ensure that all faculty and staff are evaluated per state mandate and district policy.
  17. Coordinate and monitor the District’s professional development training programs; ensure that all employees receive applicable training for respective positions.
  18. Assist in the preparation of the annual SDER as required by ADE.
  19. Develop and maintain employee handbooks.
  20. Develop, maintain and expand all job descriptions.
  21. Process requests for verification of employment.
  22. Supervise, develop, manage, and maintain employee records, reports and personnel data and destruction of records aligned to AZ State Record Retention Schedules.
  23. Respond to questionnaires, surveys and correspondence from research or professional organizations requesting information on the district’s personnel and benefit programs.
  1. BENEFITS AND SAFETY
  2. Analyze and interpret contracts and schedule of benefits in health, life, dental, disability, retirement, leave bank, leave of absence options; pre-tax and reimbursement program; provide information regarding all benefit plans, and maintain up-to-date knowledge of legislative changes affecting employee benefit programs.
  3. Conduct new employee orientation sessions regarding all insurance programs, benefits, payroll deduction, handbooks, etc., when appropriate.
  4. Counsel employees regarding employee benefits.
  5. Coordinate benefits between insurance companies and District for employees needing assistance.
  6. Conduct annual open enrollment and enroll employees in programs on an ongoing basis.
  7. Notify insurance companies of enrollment, deletions, and changes in insurance status of employees, along with changes in beneficiaries; input data for employees online.
  8. Maintain employee insurance records.
  9. Establish payroll deduction schedule for dependent premiums and employee premiums maintained in the payroll computer system.
  10. Maintain information pertaining to annual tax return regarding fringe benefit plans and Section 79 Income.
  11. Prepare monthly reports for all insurance companies and for payment of premiums.
  12. Complete and verify employer insurance statements in all disability and death claims.
  13. Maintain computerized records, collect, and analyze data related to employee benefits.
  14. Correspond with employees regarding questions and/or concerns and act as liaison between employees and all appropriate health care and insurance company contract vendors.
  15. Maintain and process insurance benefits in compliance with COBRA, HIPPA, and FMLA regulations.
  16. Receive and analyze monthly payment from Arizona State Retirement System regarding insurance premiums subsidy for employees who are either retired or receiving long term disability benefits.
  17. Counsel and advise employees as to entitlements and requirements under the Arizona State Retirement System.
  18. Assist with the administration and promotion of the District’s 457 and 403(b) Plans.
  19. Monitor and assist Site Wellness Coordinators with the District’s Wellness Program.
  20. Administer and maintain Worker’s Compensation benefits and claims; complete annual OSHA Logs.
  21. Maintain and process unemployment claims; prepare documents and attend unemployment hearings to dispute claims.
  22. Maintain employee benefits data; complete annual CMS Medicare Report.
  23. Work with Business Services staff to coordinate and integrate personnel, benefits, and payroll functions.
  24. Prepare Administrative Reports to Superintendent.
  25. Attend workshops, seminars, in-service training for continued professional development; stay abreast of new trends and innovations in the field of Human Resources Management.
  26. Prepare annual Affordable Care Act forms for IRS.
  27. Perform any and all job related duties as assigned.

EDUCATION:

  • Bachelor’s Degree in Human Resources, Business Administration, or related field is preferred. Equivalent combination of training & experience which provides the knowledge & skills is qualifying.

LICENSES OR CERTIFICATIONS:

  • A valid Arizona administrator’s certificate and SHRM certification preferred
  • A valid Fingerprint Clearance Card

EXPERIENCE:

  • Eight plus years’ experience in all phases of public or private sector Human Resources Management.
  • Any combination of education, training and experience equivalent to the stated minimum education and experience will be accepted.

SKILLS/KNOWLEDGE/ABILITIES:

  • Demonstrate knowledge of educational personnel practices including recruitment & selection, classification and compensation, equal employment legislation and regulations, affirmative action, national and state employment statutes and regulations, Arizona Revised Statutes Title XV and Arizona Department of Education regulations, Statutes and court case law related to due process, and staff development and training.
  • Contemporary human resource management theory, principles and practices.
  • Management and supervision principles, practices, training and performance evaluations.
  • School District budget preparation and administration.
  • Resolving issues, complaints and grievances.
  • Lead and direct the operations, functions and activities of the Human Resources Department.
  • Develop and administer goals, objectives and procedures.
  • Prepare clear and concise administrative reports.
  • Demonstrated ability to work directly with employee benefits and benefit providers.
  • Knowledge of insurance guidelines and regulations.
  • Knowledge of COBRA, Family and Medical Leave Act, HIPAA, Section 79 Income, and Section 125.
  • Knowledge of the Arizona State Retirement System.
  • Ability to use discretion in handling confidential information.
  • Ability to work effectively with administrators, faculty, support staff, parents, the Governing Board, State and community organizations.
  • Possess a high level of English proficiency, including grammar and spelling, for oral and written communications, report writing, completing tasks, and preparation of written correspondence and making public presentations.
  • Ability to use Microsoft software applications.
  • Ability to multi-task work with detail and with a high degree of accuracy.
  • Ability to use independent judgment to set priorities and make decisions.
  • Ability to use discretion in handling confidential and private personnel information.

WORKING CONDITIONS: 

  • The working environment is the normal office setting.

TERMS OF EMPLOYMENT:  

  • Twelve-month, Administrative-Exempt; benefits in accordance with Board policies.

EVALUATION:  

  • Performance to be evaluated in accordance with Board policy on evaluation of administrative staff.
