TITLE: Human Resources Specialist

CLASSIFICATION: Classified-Exempt

REPORTS TODirector of Human Resources

SUMMARY: The Human Resources Specialist will assume professional level work on administrative, certified, and classified employees by performing tasks in the recruitment, screening and examination of applicants. The Specialist will assume responsibility of the day-to-day operations of the benefits administration, insurance contract analysis, program administration, and the District Substitute Program. Under general direction, the Human Resources Specialist will assist the Director of Human Resources in developing, implementing, and administering organizational policies and procedures. The HR Specialist will perform complex secretarial duties requiring use of independent judgment and have knowledge of district policies, procedures, programs, and organizational structure under light supervision and direction.

 

PERFORMANCE RESPONSIBILITIES:

  1. HUMAN RESOURCES MANAGEMENT
  2. Assist with the development, implementation and administration of department and district procedures and policies relating to Human Resources.
  3. Assist with the interpretation and monitoring of policies, regulations and procedures for employees.
  4. Assist with researching information for reports, policy recommendations and related staff issues.
  5. Assist with the implementation and maintenance of human resources policies and procedures relating to recruitment and selection to ensure consistency, equality and legal compliance.
  6. Assist with reviewing and making recommendations to increase outreach for new employees, streamline the recruitment and selection process and reduce employee turnover through effective recruitment and selection processes and practices; attend all in-state and out-of-state annual recruitment trips as needed.
  7. Maintain and order supplies and materials as needed for the department.
  8. Maintain and monitor the department budget.
  9. Compose and prepare letters, bulletins, memos, handbooks and forms for department use.
  10. Maintain the HR Director’s calendar in Outlook. Maintain a schedule of appointments and make arrangements for conferences, workshops, and meetings; to include meeting agendas, sign-in sheets and handouts as needed for district related meetings.
  11. Screen phone calls, direct inquiries to the appropriate areas.
  12. Provide general clerical support including printing, copying, faxing, word processing from rough or final drafts, prepare and process department correspondence, gather and compile data, prepare reports and special projects and answer telephones.
  13. Attend workshops, seminars, in-service training for continued professional development; stay abreast of new trends and innovations in the field of Human Resources Management.
  14. Conduct annual Mandatory Compliance Training to ensure all staff, including new hires, having met compliance.
  15. Oversee and supervise Human Resources tasks for the School Administrative Assistants.
  16. Perform other job-related duties as assigned at the discretion of the HR Director.
  1. RECRUITMENT AND HIRING
  2. Assist with the maintenance of the District’s Federal Programs; i.e., Title II, NCLB and Highly Qualified Binders; to include inputting staff HQ data in ADE Teacher Application Input system.
  3. Maintain and monitor employee certification renewals, fingerprinting, background checks, and E-verify compliance.
  4. Maintain the applicant tracking system and monitor job postings.
  5. Maintain and update documents in the employment section on the District website.
  6. Prepare Board Action Items for monthly meetings.
  7. Prepare the annual SDER as required by ADE.
  8. Assist with the development and maintenance of employee handbooks.
  9. Assist with the development, revision and maintenance of all job descriptions.
  10. Process requests for verification of employment.
  11. Develop, manage and maintain employee records, reports and personnel data and destruction of records aligned to AZ State Record Retention Schedules.
  12. Conduct new employee orientation sessions regarding all insurance programs, benefits, payroll deductions, handbooks, etc., when appropriate.
  13. Monitor and maintain the District Substitute program.
  14. Be the point of contact for all Substitute vendors and request daily/long-term Substitutes as needed.
  15. Report data regarding Substitutes and absence ratios in order to monitor budget.
  16. Verify data and accuracy for issuance of Employment Contracts and Notices of Appointment.
  17. Assist with the H-1B Visa process and procedures as needed.

 

  1. BENEFITS AND SAFETY
  2. Counsel employees regarding employee benefits.
  3. Conduct annual benefit open enrollment and enroll employees in programs on an ongoing basis.
  4. Analyze and interpret contracts and schedule of benefits in health, life, dental, disability, retirement, leave bank, leave of absence options; pre-tax and reimbursement program; provide information regarding all benefit plans.
  5. Coordinate benefits between insurance companies and District for employees needing assistance.
  6. Notify insurance companies of enrollment, deletions, and changes in insurance status of employees, along with changes in beneficiaries; input data for employees online.
  7. Maintain computerized records, collect and analyze data related to employee benefits.
  8. Maintain and process insurance benefits in compliance with COBRA, HIPPA, and FMLA and Healthcare Reform regulations.
  9. Administer and maintain Worker’s Compensation benefits and claims records. Compile and prepare annual OSHA data and send to other campuses/departments for posting.
  10. Work closely with Business Services staff to coordinate and integrate personnel, benefits, and payroll functions.
  11. Assist and monitor Site Wellness Coordinators with the District’s Wellness Program.
  12. Prepare annual Affordable Care Act forms for IRS.
  13. Prepare monthly reports for all insurance companies and for payment of premiums.

EDUCATION:

  • Bachelor’s Degree in Human Resources, Business Administration, or related field is preferred. Equivalent combination

    of training and experience which provides the knowledge and skills is qualifying.

 

LICENSES OR CERTIFICATIONS:        

  • SHRM certification is preferred but not required
  • Valid Fingerprint Clearance Card

EXPERIENCE:

  • Three plus years experience in all phases of public or private sector Human Resources. Any combination of

    education, training and experience equivalent to the stated minimum education and experience will be accepted.

 

SKILLS/KNOWLEDGE/ABILITIES:

  • Ability to multi-task work with detail and with a high degree of accuracy.
  • Ability to type 40 wpm; demonstrate high degree of accuracy with 10-key calculator.
  • Ability to use discretion in handling confidential and private personnel information.
  • Ability to use independent judgment to set priorities and make decisions.
  • Ability to work directly with employee benefits and benefit providers.
  • Knowledge of COBRA, FMLA, Healthcare Reform and HIPAA.
  • Knowledge of insurance guidelines and regulations.
  • Knowledge of the Arizona State Retirement System.
  • Possess a high level of English proficiency, including grammar and spelling, for oral and written communications, report writing, completing tasks, and preparation of written correspondence and making public presentations.
  • Proficiency with Microsoft software applications, Rack2 and Visions Enterprise.
  • Strong communication/interpersonal skills to work effectively with general public, administrators, faculty, support staff.

WORKING CONDITIONS:                 

  • The working environment is the normal office setting.

TERMS OF EMPLOYMENT:               

  • Twelve-month year, Classified-Exempt; benefits in accordance with Board policies.

EVALUATION:     

  • Performance to be evaluated in accordance with Board policy on evaluation of classified staff.
